"ONELINE MARKETING SCHEME: ONLINE CASH PALUWAGAN"
A potential investor has inquired on the legitimacy of the "One line Marketing" Scheme and "Oneline Cash Paluwagan" employed by a firm operating in Quezon City.
Under the scheme, people are allegedly enticed to invest in the company not based on the purported prices of the commodities or goods to be sold but on the promised high earnings of at least P3,000.00 a month. Under the modified scheme of multi -level marketing, both the uplines and the downlines earn.
As a precautionary measure, the public is again advised to exercise prudence before parting with their money in a risky investment venture characterized with an expectation of huge profits, low risk investment, urgency to invest in order not to lose the opportunity to earn large profits offered to a limited few through hard sell method of the offer or who does much of the talking so as to evade the investor's questions.
Thus, assurance should be made first that the company is lawfully engaged in business for which it is registered with the Commission. Heed the advice lest you will " INVEST AT YOUR OWN RISK."

Recruiters suspended over the death of an OFW
POEA Administrator Hans Leo J. Cacdac yesterday ordered the preventive suspension of the recruiters of a Filipino household worker who allegedly committed suicide five (5) days after she arrived in Abu Dhabi.
Administrator Cacdac said he ordered the suspension of Al-Masiya Overseas Placement Agency, Inc., and Al Madina Recruitment -- its counterpart agency in United Arab Emirates -- for their apparent oversight in monitoring the actual condition of Alona Mercado Bagayan prior to her death.
Cacdac said Bagayan was recruited by Al-Masiyah Overseas Placement to work as a household worker. She left the Philippines on January 30, and was turned over by Al Madina Recruitment to her employer on February 1. She was found dead on February 5, 2013.
Cacdac ordered the temporary suspension of Al-Masiya for engaging in the placement of workers in jobs harmful to public health, and its failure to report to the POEA the death of its deployed worker. Cacdac said the death of Bagayan could have been prevented if Al-Masiya complied with its duties and obligation as provided under the POEA rules.
“Under POEA regulations, agencies are obliged to monitor the situation of OFWs – especially household service workers – as soon as they arrive in their workplace,” Cacdac said.. The administrator said Al Madina Recruitment was suspended from further employing Filipino workers for defaulting on its contractual obligation to the worker, and for gross negligence leading to the death of the Bagayan.
“There is strong evidence indicating that the two (2) agencies committed serious violations relative to the recruitment and placement of the subject OFW, and also considering that Al-Masiya has nine (9) pending recruitment violation cases before the POEA, we believe that there are valid and justifiable grounds that the continued operation of the two (2) agencies would lead to further violations and exploitation of the workers being recruited,” Cacdac said.

POEA stops agency recruiting for Austria
The Philippine Overseas Employment Administration yesterday suspended the license of a recruitment agency reported to be enlisting Filipino workers for supposed employment in Austria. Administrator Hans Leo J. Cacdac said he issued the suspension order for Marhaba International Management Services based on the sworn statement filed on February by four (4) applicants who complained of the agency’s failure to deploy them to Austria.
The complainants alleged that they applied with Marhaba International Management Services at its office in BDO Building, Bocobo St., Ermita, Manila but they have not been deployed after more than a year and paying a total of Php267,500.00 for placement and visa fees. Cacdac said Marhaba International has no job order nor accreditation from any employer in Austria.
POEA records showed that four (4) cases against Marhaba were also filed on February 21, 2013, aside from nine (9) other recruitment violation cases previously filed against the agency. Cacdac said he suspended the license of Marhaba International Management Sevices pending resolution of the cases pursuant to Section 16, Rule III, Part VI of the Rules and Regulations Governing the Recruitment and Employment of Land-based Overseas Workers.

POEA cancels license of recruiter for Taiwan
The Philippine Overseas Employment Administration has cancelled the license of Prime Stars International Promotion Corporation for collection of excessive placement fees.
Administrator Hans Leo J. Cacdac said he issued the order of cancellation against Prime Stars after finding the respondent liable of the charges filed by some 18 overseas Filipino workers the agency deployed to Taiwan in 2010.
In their joint statement, the complainants alleged that Prime Stars promised them jobs as factory workers in Taiwan but were made to pay placement fees ranging from PhP80,000.00 to PhP120,000.00. They also complained of unpaid overtime pay and other benefits provided in their employment contract.
Cacdac said Prime Stars violated Section 2 (b) of the POEA rules and regulations on the recruitment and deployment of land-based workers which sanctions recruitment agencies for charging or accepting directly or indirectly any amount greater than that specified in the schedule of allowable fees prescribed by the Secretary of Labor, or making a worker pay any amount greater than that actually received by him as a loan or advance.
Cacdac said Section 3, Rule V, Part II of the same Rule allows a land-based recruitment agency to charge and collect from its hired workers a placement fee in an amount equivalent to one month salary, which in the case of factory workers in Taiwan, is only NT$17,280 or more or less PhP26,000.00 as stated in their signed contract. With the cancellation of its license, the officers and directors of Prime Stars at the time of the commission of the offense were disqualified from engaging in the business of recruitment and placement of Filipino overseas workers, Cacdac said.
Cacdac also ordered the agency’s covering surety, Country Bankers Insurance Corporation to refund to the complainants the excess placement fees amounting to more than PhP1.5 M that were illegally collected by Prime Stars International Promotion Corporation.
