October 7 – World Day for Decent Work 2013: Organise!

In the six years after the launch of the World Day for Decent Work (WDDW) tens of millions of people have taken action on October 7 to stand up for union rights and decent work.

This year again, unions from across the world will be calling in unison for social justice and decent jobs for all. With governments still unwilling or unable to tame the dominance of global finance and multinationals over peoples’ lives, the only way to get the economy back on track and serving the interests of the many rather than the few is by building workers’ power.

Just 7% of working people in the formal and informal sectors are union members, yet hundreds of millions more want the security and protection that unions provide. Organizing new members is the most crucial task facing the union movement worldwide, and the World Day for Decent Work is a great opportunity to spread the union message far and wide, to reach out to others to help them join their union and to support global solidarity actions for working people.

Mass participation in union-organised rallies and demonstrations has been a feature of the World Day for Decent Work in many countries, and the ITUC encourages all organizations to mobilise as many people as possible on the day.

DFA to accommodate passport applicants affected by Monday's bad weather from Sept 24-27

Passport applicants with appointments on Monday but could not go to the Department of Foreign Affairs (DFA) due to bad weather conditions may do so from Tuesday to Friday, said DFA spokesman Raul Hernandez.

Gayunpaman, pinapayuhan ng DFA ang mga hindi makakapunta sa kanilang appointment ngayong araw na maaari silang magtungo sa tanggapan ng DFA sa Kamaynilaan anumang araw ngayong linggo, mula bukas, Martes, hanggang Biyernes, ika-27 ng Setyembre.

Kinakailangan lamang nilang ipakita ang katunayan na sila ay may appointment sa araw na ito (ika-23 ng Setyembre).

Money for OFW e-link project wisely spent— Cacdac

Philippine Overseas Employment Administration chief Hans Leo J. Cacdac yesterday debunked media reports that the POEA has wasted taxpayer’s money for its OFW e-LinkProject, saying that on the contrary, the agency spent the money for the project prudently
and wisely.

“The POEA was constrained to terminate the OFW e-Link in 2008 asit was overtaken by developments in the participating agencies’ ICT programs. The money and other resources allocated for it did not go to waste,” Cacdac said in a media release.

“We at the POEA have already submitted our comments on the Commission on Audit’s Audit Observation Memorandum (AOM) No. 2013-23 dated May 2013. We have already justified the audit issues raised by the COA,” he added. Cacdac said the OFW E-Link project, which aimed to connect government agencies involved in the documentation of departing overseas Filipino workers, was designed for implementation in three stages: (1) OFW Deployment System; (2) Passport and SIRB Application; and (3) OFW Credential Application.

He explained that the OFW Deployment System had been completed on 31 August 2007, but the POEA had to iron out some procedural and data concerns in consultation with the Bureau of Immigration and Deportation (BID). “The POEA cancelled implementation of Phases 2 and 3 because new developments in the computerization projects of the Department of Foreign Affairs (DFA), National Statistics Office (NSO), Commission on Higher Education, (CHED) and Technical Education and
Skills Development Authority (TESDA) had overtaken the project,” he further said.

The acquisition and procurement of the needed hardware, software, equipment, and related supplies were done through public bidding by the Procurement Service of the Department of Budget and Management. Cacdac said the POEA just did not purchase IT equipment per se, but purchased IT equipment toward the development and strengthening of a system which benefits OFWs and serves the salient objectives of the e-Link Project, which include strengthened OFW documentation process and future connectivity with other government agencies.

Cacdac cited as examples the e-registration facility which is useful for the active labor market interventions of the Department of Labor and Employment, and the interconnectivity of POEA regional offices which will pave the way for interconnectivity with government
agencies such as the Bureau of Immigration and Deportation.

HK employment agencies warned on illegal collection of placement fees

Employment agencies in Hong Kong recruiting Filipino workers could lose their accreditation with the Philippine Consulate and the Philippine Overseas Employment Administration if found collecting placement fees, in some form or other, from household service workers.

Administrator Hans Leo J. Cacdac said there were information that some Philippine-accredited agencies in HK collect placement fees from HSWs through “imaginary” loan or an ATM account.

Labor Attaché Manuel C. Roldan of the Philippine Overseas Labor Office (POLO) in Hong Kong reported that through the “imaginary” loan, the worker is brought to a lending company either in the Philippines or Hong Kong to sign a loan agreement but does not receive the loan proceeds.

The worker is then issued a card and advised to pay the loan on installment basis through a convenience store. The agency keeps the worker’s passport or employment contract and returned to the worker upon full payment.

In an ATM account, the agency assists the worker in opening a savings account and keeps the ATM card. The employer is then advised to deposit the salary of the worker to that account. The agency withdraws the worker’s salary, and after getting its share as monthly
payment for placement fee, gives the remaining cash to the worker.

Roldan said these practices are highly irregular and illegal as they violate the ‘no placement fee policy’ of the Philippine government as well as the legally allowed agency commission in Hong Kong which is only 10 percent of the monthly salary of the worker.

Cacdac said the Philippine Consulate in Hong Kong has already issued a memorandum to all accredited HK agencies with a warning that the Philippine government will not tolerate these malpractices.

“Any violation committed by the Hong Kong agency will be dealt with seriously and this office (Consulate General of the Philippines) will apply the full force of Philippine laws that may eventually lead to the suspension or cancellation of the agency’s accreditation with the Philippine Consulate and the POEA,” Roldan stated in the memo.
