One-stop service center for OFWs opens August 15

August 14, 2016

The Department of Labor and Employment (DOLE) launched a one-stop shop for OFWs on
Monday, August 15, where all government frontline services are made accessible to Filipinos
who are currently working or planning to work overseas.

Labor Secretary Silvestre Bello III said this is in response to President Rodrigo Duterte's
directive to make it easier for OFWs to avail the services of the government.

Bello said the One-Stop Service Center for OFWs (OSSCO) is located at the ground floor of
the Philippine Overseas Employment Administration’s main office at Blas F. Ople Building in
Ortigas Avenue corner EDSA, Mandaluyong City.

He said the one-stop service center is seen to reduce transportation expenses of OFWs and
shorten the processing time of their documents.

Aside from making available to OFWs information on their respective programs and services
and responding to queries of clients, the various government offices’ services to OFWs are
as follows:

 Passport Validity Extension for Balik-Manggagawa (vacationing Workers)

Bello said one-stop centers will be set up also in all regions spearheaded by the Department
of Labor and Employment Regional Offices in coordination with the regional offices of the
agencies cited above, local government units, and other partners and stakeholders.
The OSSCO in Ortigas and the regional offices will be open from 8:00 A.M. to 5:00 P.M.,
Monday to Friday, or in its discretion, with prior approval of the POEA or DOLE Regional
Office, may extend the services during weekends and holidays.

The POEA has established a similar one-stop OFW processing center at its premises in
2003 as required by the 2002 POEA Rules and Regulations Governing the Recruitment
and Employment of Land-based Overseas Workers (Part III, Rule III, Section 10).

Two illegal recruiters with fake Swiss job offers nabbed

August 10, 2016

DOLE Secretary Silvestre H. Bello III ordered the immediate investigation of two
individuals arrested for illegal recruitment in an entrapment operation conducted last
8 August 2016.

In a report to Secretary Bello, POEA Administrator Hans Leo J. Cacdac said that the
PNP-CIDG Anti-Transnational Crime Unit (ATCU), conducted an entrapment
operation that yielded the arrests of Wilfredo Liwag David and Jemmalyn Mimis
Barlan, for illegal recruitment of twelve (12) victims who were lured with fake job
offers for Switzerland.

The non-existent job offers were for hotel and factory work involving a supposed
Swiss employer named KBR or Kelloggs Brown Root Company.

The victims were promised wages or salaries ranging from P60,000 to P70,000 and
that their applications will supposedly only take 45 days, with purported positions
having readily-available visas.

No placement fees were required, but the victims were required to pay medical
examination fees ranging from P3,500 to P6,000 to a specified medical clinic in
Ermita.

The victims reported the illegal recruitment activities to the POEA, which endorsed
the cases to the PNP for the conduct of the entrapment operation. The entrapment
operation occurred in Robinson's Manila, where David and Barlan were caught in the
act of illegal recruitment.

The arrested individuals will be brought to the Department of Justice for inquest
proceedings.

Secretary Bello directed the POEA to continuously monitor the progress of the case
and sustain the strong campaign against illegal recruitment.

POEA Board exempts qualified Balik-Manggagawa from OEC requirement

Labor and Employment Secretary Silvestre Bello III yesterday announced that the
Governing Board of the Philippine Overseas Employment Administration, of which he is
the Chairperson, has issued Governing Board Resolution No. 12, Series of 2016,
exempting a group of overseas Filipino workers from the overseas employment
certificate (OEC) requirement on an experimental basis starting 15 September 2016.

Aside from Secretary Bello, POEA Administrator and Governing Board Vice-Chair Hans
Leo J. Cacdac, and members Felix M. Oca, Estrelita S. Hizon, Alexander E. Asuncion,
and Milagros Isabel A. Cristobal, signed the Resolution.

Bello said the POEA Board issued the Resolution following the directive of President
Duterte to streamline processes in the deployment of OFWs, to afford them facility and
ease in transactions before government offices.

The Secretary said those exempted on a pilot basis are returning workers who are: (1)
returning to the same employer and job site, and listed in the POEA database of OFWs;
or (2) hired through POEA’s Government Placement Branch.

Bello said the POEA is already implementing the Balik-Manggagawa Online Processing
System which has eliminated the long lines at its offices, but emphasized a further need
and growing demand to enhance the system for workers returning to the same
employer and job site.

POEA Governing Board Resolution No. 12, series of 2016, states that an OFW BalikManggagawa
or returning worker returning to the same employer or job site shall, prior
to departure, shall register at bmonline.ph, and provide personal and employment
particulars to validate if the worker is indeed exempted from obtaining the OEC.

The worker’s updated profile will be forwarded to the Bureau of Immigration, to serve as
basis for clearance to exit the country without payment of processing fees.

Bello said workers who are not exempted from getting the OEC during the time of
registration will have to set an appointment with any POEA office or processing center.

A worker who proceeds to the airport without prior registration with the BM Online
System will be referred by the Bureau of Immigration to the POEA’s Labor Assistance
Counter (LAC) for evaluation, to determine if the worker may be cleared for departure or
be subjected to further completion of travel documents.

One month after the pilot or experimental period, POEA Administrator Cacdac shall
report to Secretary Bello and the POEA Governing Board about implementation of the
stated Balik-Manggagawa OEC exemptions.

POEA implements online registration of seafarers

DOLE Secretary Silvestre H.Bello III, the chairperson Governing Board of the
Philippine Overseas Employment Administration, said Seafarers Registration
Certificates (SRC) will be replaced by an online seafarer registry very soon.
In a Resolution issued August 5, the Governing Board has instructed the POEA
to implement the online registration system for seafarers starting 15 September
2016.

Secretary Bello signed GB Resolution No. 13, Series of 2016 with POEA
Administrator and Governing Board Vice-Chair Hans Leo J. Cacdac, and
members Felix M. Oca, Estrelita S. Hizon, Alexander E. Asuncion, and Milagros
Isabel A. Cristobal.

Bello said the online registry shall benefit around 50,000 SRC applicants per
year, and remove long lines at POEA offices. The online seafarer registry shall
likewise pave the way for the development and implementation of a universal
identification system for Filipino seafarers.

He said the way forward is to have a universal ID system for seafarers that is
acceptable to all government agencies and Port States in compliance with ILO
Convention No. 185 or the Seafarer’s Identity Document Convention.
The Board directed the POEA to link up with the Maritime Industry Authority
(MARINA) to look into the possibility of data sharing and development of a
universal ID system for seafarers.

The POEA issues SRCs to seafarers with their perpetual ID number for easy
access of personal records and efficient processing of employment documents.
Bello said the online SRC system is aligned with President Rodrigo Duterte’s
directive for government offices to review all systems and requirements to avoid
duplication of functions, eliminate queuing and facilitate delivery of services to
OFWs.

Bello said the POEA shall conduct an extensive information dissemination
campaign before the implementation of the online registration system.

Husband and wife team nabbed for illegal recruitment

DOLE Secretary Silvestre H. Bello III has directed the immediate prosecution
of a couple caught in the act of illegal recruitment.

The CIDG Anti-Transnational Crime Unit, at the instance of the Anti-Illegal
Recruitment Operatives of the Philippine Overseas Employment
Administration (POEA), arrested Stephanie M. Valdez and her spouse Jhoan
"Khalil" Yuen, for recruiting overseas Filipino workers without the proper
license from the POEA.

Administrator Hans Leo J. Cacdac reported to DOLE Secretary Silvestre H.
Bello III the arrest of Valdez and Yuen, which resulted from the complaint of
an applicant who said she was promised a job as household service worker in
Qatar and was charged a placement fee of Php65,000.00.

In an entrapment operation inside a supermarket in Quezon City, the joint
operatives recovered from the couple the marked money the applicant
supposedly paid to the recruiters as additional placement fee.

The applicant said Valdez initially asked her to pay Php 20,000 for processing
her papers but she was able to pay Php 14,000 only.

Valdez allegedly directed her to proceed to an agency to sign an employment
contract and for stamping of visa, and was asked to pay Php 35,000 for
placement fee to Valdez' husband Khaleel Yuen.

Cacdac said the applicant decided not to push through with her application,
and sought counsel from the POEA Legal Assistance Division, where she was
told that she must pay a total of Php 65,000 placement fee, an amount higher
than the amount previously agreed upon.
