Two employees of an immigration consultancy firm were sentenced to life imprisonment for illegal recruitment in large scale by the Regional Trial Court of Baguio City.
In a Decision, Judge Rose Mary R. Molina-Alim of RTC Branch 3 Baguio City found the two accused, Rodolfo A. Domingo Jr. and Roliza S. Batag, guilty of engaging in the recruitment of overseas Filipino workers without the proper authorization from the POEA.
Domingo and Bantag were employees of Global Consultancy Management Services located at 117 Cresencia Village, Baguio City.
41 complainants, most of them from Baguio City, alleged that the two employees collected from them placement fees amounting to PhP35,000 up to PhP170,000 in consideration of the promised employment as domestic helpers for Canada; butchers, factory workers and civil engineers for Australia; and electronic technicians for South Korea with salaries ranging from PhP60,000 to PhP130,000.
Under Republic Act No. 8042 as amended by Republic Act No. 10022, offering overseas employment in the guise of visa assistance without the necessary license or authority from the POEA constitutes illegal recruitment.

POEA warns nurses anew on email scam

The Philippine Overseas Employment Administration yesterday reiterated its warning on fraudulent e-mails offering Filipino nurses and other healthcare professionals employment in big hospitals in Canada and other countries.
Administrator Hans Leo J. Cacdac said one such e-mail received by the POEA offers employment in Kingston General Hospital (KGH) in Ontario, Canada and instructs applicants to pay PhP3,750 as registration fee for a mandatory training session.
The management of Kingston General Hospital has denied involvement in any recruitment campaign in the Philippines. In its website, KGH said "it does not actively recruit nursing staff from abroad, nor does it recruit through e-mail, and will never ask job applicants to send money as part of the job application process”.
Cacdac said applicants should just ignore such e-mail stating that they have been selected for a nursing position in hospitals they have not even applied for.
The fake job offer assures the worker of immediate interview by the foreign employer, non-payment of placement and processing fees, free accommodation and food allowance, and other too-good-to-be-true benefits.
Cacdac also warned job applicants on supposed job opportunities spread through social media like Facebook and Twitter.
“Instead, job seekers may search the POEA website for available job orders or use the POEA application for smartphones and tablets,” Cacdac added.

The Philippine Overseas Employment Administration is now accepting qualified applicants for nurses and care workers for deployment in Japan under the Framework for the Movement of Natural Persons of the Philippines-Japan Economic Partnership Agreement (PJEPA).
Candidates for nursing positions should have the following qualifications:
Graduate of Bachelor of Science in Nursing
With Board License
With at least three (3) years hospital experience
Preferably 20 to 35 years old
Must be medically and psychologically fit to work
For care workers, the requirements are the following:
Graduate from any four (4) year course and certified as a caregiver by TESDA
Graduate of Bachelor of Science in Nursing (under board) or any allied profession
Preferably 20 to 35 years old
Must be medically and psychologically fit to work
The POEA advised qualified applicants to register online at www.eregister.poea.gov.ph and personally submit the following documents (fastened in a legal size cream folder) to the Manpower Registry Division, Ground Floor, Window T, POEA Building, EDSA corner Ortigas Avenue, Mandaluyong City:
A detailed resume with one piece 2x2 picture
College diploma (for care worker applicant, diploma should be authenticated)
Transcript of Records
Valid PRC ID (for nurse applicants)
Employment Certificates (for nurse applicants)
Valid TESDA Certificate on Caregiving (for care worker applicants)
Copy of valid passport
Valid NBI Clearance (for travel abroad)

POEA raises deployment ban on Iraqi Kurdistan Region for new hires

After imposing a total ban in the deployment of OFWs to Iraq, the Philippine Overseas Employment Administration (POEA) Governing Board (GB) has now temporarily suspended the processing and deployment of newly-hired workers bound for the Iraqi Kurdistan Region.
“The POEA Governing Board has decided to suspend, for the meantime, the deployment of overseas Filipino workers to the Iraqi Kurdistan Region because of the growing threats to the security situation in the said region,” Labor and Employment Secretary and Chairman of the POEA Governing Board Rosalinda Dimapilis-Baldoz announced. Baldoz said POEA Governing Board Resolution No. 13, Series of 2014, was issued after the Department of Foreign Affairs (DFA) raised the Crisis Alert Level in the Iraqi Kurdistan Region from Alert Level 1 to Alert Level 2 (Restriction Phase).
The said resolution was signed by DOLE Secretary Baldoz; POEA Administrator and Vice Chairman of the Governing Board Hans Leo J. Cacdac; and members Estrelita S. Hizon, Alexander E. Asuncion, Felix M. Oca, and Milagros Isabel A. Cristobal.
“We are strictly monitoring the situation in Iraq and in the Kurdistan Region and we are prepared and ready to respond to any eventualities,” Baldoz said. POEA records show that in 2013, there are 75 OFWs working in the Iraqi Kurdistan Region.
