Administrator Hans Leo J. Cacdac yesterday advised Filipino workers who are presently employed overseas to be more careful about accepting offers of employment in another country.
Cacdac said his office has received a report from the Philippine Embassy in Turkey on the case of a household worker who is now jobless in Ankara, after leaving her previous employer in Hong Kong.
In her written statement, the household worker said she was recruited by a recruitment agency in Hong Kong, whose owner promised her a better job in Turkey. She was charged HK$19,000 for the supposed new job.
She arrived in Turkey on May 2015 and was employed for a while but was terminated after 45 days. She is currently looking for a new employer who will be able to give her work permit.
According to the household worker, the recruitment agency has an office in Ankara and started sending Filipino workers from Hong Kong to Turkey in November 2014. Applicants are made to pay US$3,000 each as placement fee.
Cacdac said third-country recruitment is illegal because the recruiter and the employer have no license or authority from the POEA. "And most probably, the conditions of employment are not what one had in mind; worse, the offered job is non-existent," Cacdac said. - POEA News

Beware of fake job offers through email
The Philippine Overseas Employment Administration yesterday reiterated its warning on fraudulent e-mails offering employment in big hospitals in Canada and other countries to Filipino nurses and other healthcare professionals.
Administrator Hans Leo J. Cacdac said applicants should just ignore such e-mails that say the recipient has been selected for a nursing position in a hospital even without submitting an application. The bogus emails instruct applicants to pay PhP3,750 as registration fees, for a "mandatory orientation seminar".
Cacdac said the scammers offer jobs in hospitals and health institutions in countries like Canada, United Kingdom, United States of America, and Singapore, and use the names of licensed placement agencies in the Philippines for supposed recruitment activities.
However, both agencies and hospitals cited in the emails have always denied involvement in the supposed recruitment of nurses in the Philippines. The foreign health care facilities also made clear that they do not recruit through e-mail nor ask job applicants to undergo orientation seminars for a fee.
The fake job offers "assure" the worker of immediate interviews by the foreign employers, non-payment of placement and processing fees, free accommodation and food allowance, and other deceptive "sweeteners".
Cacdac also warned job applicants on supposed job opportunities spread through social media like Facebook and Twitter.
“Instead, job seekers may search the POEA website for available job orders or use the POEA application for smartphones and tablets,” Cacdac added. - POEA News 7 September 2015

COMELEC: Register Now, Deadline October 31, 2015 - No Bio, No Boto
After 15 February 2013, when Republic Act No. 10367 was signed into law by President Benigno S. Aquino III, all voter registration records must have biometrics information.
This means that when you go your local COMELEC office to file an application, your biometrics data will be captured using the COMELEC's Voter Registration Machine (VRM). The VRM makes use of a digital camera, a fingerprint scanner and a signature pad to capture your biometrics data.
Due to this new law, all previously registered voters without biometrics are required to subject themselves to biometrics capture through the validation procedure. All concerned is given until 31 October 2015 to comply with this requirement.
The absence of biometrics in the voter’s registration record would cause COMELEC to deactivate the concerned registration records. When that happens, the concerned voter shall not be allowed in the May 2016 elections.
This new biometrics requirement has led to the #NoBioNoBoto campaign, which aims to spread awareness to all concerned.
