Job applicant arrests recruiter at the POEA premises

With the help of relatives and a POEA security personnel, an applicant for overseas
job who thought she was being duped, recently arrested her recruiter at the lobby of the POEA Building in Mandaluyong City.

Administrator Hans Leo J. Cacdac identified the alleged illegal recruiter as Loreta Bautista Bayotas, a 43 year old native of Malasiqui, Pangasinan.

In her affidavit filed at the Anti-illegal Recruitment Branch of POEA, complainant Crescensia Cabatbat Mamangin said that in December 2011, she was enticed and promised a job by Bayotas as
a domestic helper in Spain with a monthly salary of 1,000 euros and free board and lodging.

Bayotas allegedly asked her to pay Php300,000 as placement fee with an initial cash
out of Php60,000 and the rest to be deducted from her salary. Mamangin said she paid Bayotas the Php60,000 down payment and submitted her passport and other required employment related documents.

The complainant said Bayotas handed her an employment contract in April 2013 that was verified as fake. A month later, she was instructed to report to POEA for her pre-departure orientation seminar (PDOS) certificate. Mamangin, her relatives, and the POEA security officer apprehended Bayotas when she was about to give her the PDOS certificate.

The POEA AIR Branch then brought the suspected illegal recruiter to the CIDG Anti-
 Crime Division for further investigation. Found in possession of the suspect were fake travel documents in the name of Mamangin includingthe PDOS certificate, visa, itinerary ticket, and employment contract.

The CIDG later brought Bayotas to the Department of Justice-State Prosecutors’ Office for inquest proceedings for charges of illegal recruitment and swindling.
