POEA Administrator Hans Leo J. Cacdac ordered the cancellation of license of MHHR Manpower Recruitment and Placement Agency Corporation after three instances of non-issuance of appropriate receipt, in violation of Section 2(d), Rule I, Part VI, of the POEA Rules and Regulations Governing the Recruitment and Employment of Land-based Workers.
Administrator Cacdac also found MHHR Manpower liable for deploying a worker whose employment documents were not submitted to POEA for processing, and for deploying a worker to an employer not registered or accredited by the Administration (Section 2 (p) and (q) of the same Rule).
In her affidavit, the complainant alleged that she applied as a household service worker with MHHR Manpower and paid a total of Php4,800 for medical test and documentation fees but no receipt was given to her. She left for Riyadh, Kingdom of Saudi Arabia on October 2007 but was not able to finish her two year contract.
The complainant found out that she was not a registered OFW when she asked OWWA for assistance. She was not an OWWA member and has no record at the POEA.
