The Philippine Overseas Employment Administration today announced that overseas workers from
Samar and Leyte who are returning to theirrespective jobsites may get their exit clearance
at the Ninoy Aquino International Airport. Administrator Hans Leo J. Cacdac said he instructed the
POEA Labor Assistance Centers (LAC) at NAIA Terminal 1, 2, and 3 to issue balik-manggagawa
overseas employment certificates (OEC) to OFWs who can show proof or documents that they are residents of Leyte or Samar and they are returning to the same employer.
Meanwhile, Cacdac said POEA has opened a separate counter for OFWs from Samar and Leyte at its office in Ortigas for those who are not leaving on the same day that their OECs are processed.
The POEA regional satellite office in Tacloban City has started operating and reported to have processed four balik-manggagawa yesterday (November 26), its first clients since that fateful November 8th, he added.
Cacdac also reminded other OFWs returning to the country this coming holiday season to
avail of the POEA’s online appointment system for the processing of their exit clearance or overseas employment certificate.
He said OFWs using the appointment system can have their OECs processed in their own schedule and would be spared of the expected long lines of workers at the POEA offices who want to go back to their job sites after spending Christmas and New Year in the country.
The appointment service is free and is available at bmappointment.poea.gov.ph . The POEA has counters at its main office in Mandaluyong City, Duty Free Philippines in ParaƱaque City, SM Manila and Trinoma in Quezon City, to accommodate those who choose to get their exit clearance at a specific date and time.
Regular processing of OECs at the main office starts at 7 o'clock in the morning until 5 in the afternoon.
The processing time at the other sites are as follows:
Duty Free 9am to 5 pm, Trinoma 9am to 6 pm, and SM Manila 10am to 6pm.
Cacdac added that OFWs intending to return home within two years may avail of multiple OECs.
OFWs may also get their exit clearance at the Philippine Overseas Labor Office (POLO) nearest their jobsite, and the POEA regional offices nationwide.
The documentary requirements for returning workers are the following: 1) Passport valid for 6 months from time of departure; 2) Valid working visa/work permit; 3) Proof of employment su
ch as certificate of employment, company ID, pay slip, and other equivalent document.
