Labor Secretary Rosalinda Dimapilis-Baldoz told officers of an association of nursesbound for Germany,and those to be initially deployed, to be proud of their accomplishment being the first group of Filipino nurses under the Triple Win Project. Administrator Hans Leo J. Cacdac said the four nurses to be deployed-Vanessa Preclaro, Krystel Sumido, Eowyn Galvez and Ruel Galias--belong to the group of nurses with level B1/B2 German language proficiency.
Baldoz presided over the induction of officers of the Association of Filipino Nurses for the Triple Win Project in Germany (Der Verband der Philippinische Pflegekrafte des Triple Win Projekts in Deutschland) last week.
In her message to the group, the Secretary emphasized the importance of family solidarity and having constant communication. She also advised them to be always humble and help strengthen camaraderie among Filipino nurses in Germany.
The association, founded by candidate-nurses with advanced German language skills, seeks to work towards the protection of interest and promotion of the welfare of Filipino nurses in Germany.
The first group of nurses left for Frankfurt on 14 December 2013. Deployment of succeeding batches is expected starting January 2014, according to Cacdac.

POEA cancels recruiter’s license for violating HSW policy
Administrator Hans Leo J. Cacdac recently ordered the cancellation of the license
of Precise Global Manpower Services Recruitment Agency, Inc. for violation of the
government’s policy on household service workers, misrepresentation, and other
offenses.
The cancellation stemmed from the complaint of OFW Michelle G. Magayaga
which was endorsed by the POLO-Dubai, United Arab Emirates to the POEA.
Cacdac said that based on the evidence presented by Magayaga, Precise Global
was found liable for acts of misrepresentation relative to her recruitment and
employment. She alleged that she applied and signed an employment contract
with Precise Global as a waitress but was made to work as household service
worker in Dubai.
He said the agency violated the prohibition on collection of placement fee from
household service workers when it charged the complainant Php10,000 placement
fee knowing beforehand that she will be deployed as a household worker.
Magayaga was paid 800AED a month, roughly equivalent to 210 US dollars, which
is way below the mandated minimum monthly salary of 400 US dollars for HSWs.
Precise Global is also liable for falsifying the documents of the complainant in
violation of Section 2 (o) of the POEA Rules. As stated above, Magayaga applied as
a waitress and was issued an employment visa for the said position. However,
Precise Global gave her another visa indicating her job as housemaid which entails
submission of a different set of requirements other than the position of waitress
that she applied and signed in an employment contract.
Precise Global was also found to have deployed Magayaga to an employer not
accredited by the POEA.
Recruitment agencies are directed to report to the POEA any significant incident
concerning the overseas Filipino workers but the agency did not inform the
administration that Magayaga ran away from her employer.
In Cacdac’s order cancelling the license of Precise Global, the agency was held
liable for violation of Sec 2(e); (o); (q) and (ee) of Rule I, Part VI of the 2002 POEA
Rules and Regulations Governing the Recruitment and Employment of Land-based
Overseas Workers and imposed the following penalties:
1. for violation of Section 2e (misrepresentation), this being its 1st offense with
a penalty of four (4) months suspension of license or Fine of Two Hundred
Thousand Pesos (P200,000.00);
2. for violation of Section 2o (falsification of travel documents), this being its
first offense with a penalty of four (4) months suspension of license or Fine
of Two Hundred Thousand Pesos (P200,000.00);
3. for violation of Section 2q (deployment of workers to non-accredited
principals), this being its first offense with a penalty of four (4) months
suspension of license or Fine of Two Hundred Thousand Pesos
(P200,000.00);
4. for violation of Section 2ee (violation of GBR No. 5 and 6) with a penalty of
cancellation of license.

POEA gears up for balik-manggagawa peak season
The Philippine Overseas Employment Administration has expanded its facilities to serve
thousands of overseas Filipino workers who are expected to troop to its offices for their
exit clearance as they return to their respective jobsites after spending the holidays in
the country.
Administrator Hans Leo J. Cacdac said that aside from the satellite balik-manggagawa
offices in Trinoma Quezon City, Duty Free ParaƱaque and SM Manila, the POEA has set-
up counters at PAG-IBIG in Makati City and OWWA central office in Pasay City. The OEC
counter at SM Manila’s Global Pinoy Center has been relocated to a larger area with 10
counters and waiting area for at least 100 persons at the 5th floor of the mall.
“These processing centers, however, do not process exit clearance of household service
workers, undocumented or workers with no existing record at the POEA database,
workers who have changed employers, workers bound for restricted/banned countries,
workers who are in the watchlist, and workers whose employers are watchlisted,” he
added.
Cacdac said he has ordered the adjustment of office hours in the POEA central office in
Ortigas to accommodate those who will be coming early in the morning. On December
16, 23 and 26 and January 2, 3 and 6, balik-manggagawa counters will open at 6:00 A.M.
Counters will also open on January 4 (Saturday) from 8:00 A.M. to 12:00 noon.
Administrator Cacdac also reminded returning workers to use the balik-manggagawa
online appointment system. OFWs using the appointment system can have their OECs
processed in their own schedule and would be spared of the expected long lines of
workers at the POEA offices. The appointment system is free and is available
at bmappointment.poea.gov.ph.
He emphasized that the documentary requirements for those using the appointment
system and walk-in processing are the same: 1) Passport valid for 6 months from time of
departure; 2) Valid working visa/work permit: 3) Proof of employment such as certificate
of employment, company ID, pay slip, and other equivalent document.
Cacdac said OFWs may also get their exit clearance or OEC at the Philippine Overseas
Labor Office (POLO) nearest their jobsite before their departure to the Philippines, or at
the POEA regional offices while they are in their respective provinces.

POEA shuts down 2 establishments for illegal recruitment
The Philippine Overseas Employment Administration recently closed two separate offices operating
as recruitment agencies without the proper license and authority to recruit and deploy overseas Filipino workers.
Administrator Hans Leo Cacdac identified these establishments as Danz Consultancy Management located at Room 312 C.K. Sy Diamond Building No. 156 Libertad St., Pasay City and LJP Travel Assistance Agency located at 2278-B Onyx Street, Sta. Ana, Manila.
“Prior to the closure, our Anti-Illegal Recruitment Branch placed the two establishments under surveillance and investigation after some of their victims reported to POEA their alleged illegal recruitment activities,”Cacdac said.
Posing as job applicants, POEA operatives discovered that Danz Consultancy Management was recruiting dairy farmers to Japan and grape pickers to Raffaldini Vine Yards Winery, Italy.
A staff of the agency tried to convince the operatives that they can be deployed through a direct-
hiring scheme; and that payment of the placement fees can only be made through bank deposit directly to the account of one Mayumi Yupangco.
Cacdac said that LJP Travel Assistance Agency has been closed last May 2013 at its office address at 1534 2nd Street near Main Street, Sta. Ana, Manila but it operated again at its present office address at 2278-B Onyx Street, Sta. Ana,Manila.
The POEA conducted surveillance on LJP based on the report of their victims who applied as nurses, waiters, and room boys respectively bound to Palau. The applicants alleged that they were required to pay twenty-three thousand pesos (P23,000.00) each as placement fees plus P4,500.00 as medical fee.
The POEA operatives reported that LJP is also recruiting security guards bound to Palau.
Under Republic Act No. 8042, as amended by Republic Act No. 10022, any act of hiring Filipino workers when undertaken by one without license or authority from the POEA is considered illegal recruitment.
Cacdac reiterated that all responsible officers of Danz Consultancy Management and LJP Travel Assistance Agency were included in the List of Persons and Establishments with Derogatory Record, thus, effectively disqualifying them from participating in the overseas recruitment program of the government.
Likewise, POEA is preparing illegal recruitment cases to be filed against the owners and employees of the two establishments. Cacdac advised job applicants to always verify with the POEA through its website poea.gov.ph and telephone hotlines 722-1144 and 721-155 if a recruiter has valid
license to recruit.
