Facebook apologizes for inverted PH flag, makes correction

Facebook greeted this morning Filipino netizens for the Philippines Independence Day with inverted flag

In a statement released on Sunday afternoon, Facebook said the use of the inverted Philippine flag was "unintentional."

"This was unintentional, and we’re sorry. We care deeply about the community in the Philippines and, in an attempt to connect people on Independence Day, we made a mistake,” the social media giant said.

While it was inadvertent on Facebook's part, some netizens took to social media to react on the matter. My reaction is the image above.

Common guys, just a honest mistake. No big deal. Happy Independence Day everyone.

CSC calls for applications for the Foreign Service Officer exam

The Civil Service Commission (CSC) announced yesterday that application period is ongoing for the conduct of the Career Service Examination for Foreign Service Officer (CSE-FSO) on August 7 this year.

The CSC, in collaboration with the Department of Foreign Affairs (DFA) will conduct the CSE-FSO as the first part (Qualifying Test) of the five-part Foreign Service Officer Examination of the DFA. As such, passing the CSE-FSO is a requisite to be able to proceed to the succeeding parts of the FSO Examination: Preliminary Interview, Written Test, Psychological Test, and Oral Test. The FSO Examination is administered by the DFA to recruit candidates for the Foreign Service Officer, Class IV position.

To qualify, applicants must be natural-born Filipino citizens that are concurrent permanent residents of the country and meet the following qualifications: not more than 35 years old on the day of the examination; at least a bachelor’s degree graduate; and with at least two-year work experience or further studies or a combination of both after college graduation.

Applications should be submitted in person at any DFA Regional Consular Office, or Philippine embassies and consulates abroad by June 10, 2016, or at the DFA-Board of Foreign Service Examinations, Pasay City on June 17, 2016. Admission fee is P500.

The CSC said that passing the CSE-FSO results to qualification to proceed to Stage 2 (Preliminary Interview) of DFA’s FSO Examination, and grant of the Career Foreign Service Officer Eligibility.

Comparable to a Career Service Professional Eligibility, the Career FSO Eligibility is appropriate to first level (clerical) and second level (technical) positions in the government that do not involve practice of profession and are not covered by special laws. With this, the CSC clarified that the Career FSO Eligibility does not make its holder eligible for Foreign Service Officer positions, which require passing DFA’s five-stage FSO Examination.

CSC now accepts applications for the October 23 Career Service Exam


The Civil Service Commission (CSC) announced yesterday that it has started accepting applications for the October 23 schedule of Career Service Examination (Paper-and-Pencil Test), Professional and SubProfessional levels.

The CSE is open to Filipino citizens who are at least 18 years old at the time of filing of application. While applicants may continuously take the examinations regardless of the number of times failed, the CSC stressed that the same level of examination should be taken once in every three months.


Applications must be filed personally at the CSC Regional Office (CSCRO), or at any of the CSCRO’s Field Offices, where applicants intend to take the examination. The CSC reminds that while the application period ends on September 1, acceptance of application is on a first-come, first-served basis, hence it may close earlier than the deadline if the CSCRO or FO has already reached the target number of applicants.

For the qualifications and complete list of application requirements, interested applicants may access CSC Examination Announcement No. 07, s. 2015 posted at the CSC website www.csc.gov.ph. Examination fee is PhP500.

Meanwhile, for the 229,463 registered examinees last April 17, test results shall be released within 41 days after the examination through posting of the List of Passers in the CSC website.

Those who will pass should coordinate and verify with the CSCRO concerned the availability of their Certification of Eligibility (CoE) and the requirements in claiming it. Passers must personally claim their CoE. Representatives are not allowed to claim the same. Claiming of CoE shall be available approximately 30 days after the posting of the List of Passers.

CSC advises examinees to coordinate directly with CSCROs for other relevant concerns including verification of examinee number. CSC will issue a corresponding Advisory on these matters.

Except for Duterte, leading candidates for the presidential race signs contract to end contractualization

Three days before the elections, three presidential candidates signed a contract with a coalition of labor federations and workers' organizations calling for the repeal of the notorious and rampant contractual work scheme in the country.

"We have the signatures of Mar Roxas, Grace Poe, and Jejomar Binay conforming to workers' clamor to repeal contractualization work scheme in the country. While only 3 of the 5 presidential candidates have formally signed our proposed 'anti-endo contract,' we are elated that ending contractualization work scheme is among the primary social issues that is being advocated by all the 'presidentiables,' which will influence the outcome of the May 9 national elections," the NAGKAISA labor coalition said in its statement.

By affixing their signatures, the 3 candidates have signified their commitment to fight contractualization. "Regardless of who among them wins, the minority president has a binding agreement with the majority – the Filipino working people. NAGKAISA will engage the new leadership to ensure that she/he will live up to their promise to end Endo," the group said.

Unfortunately, Rodrigo Duterte' did not sign the document. "This puts into question his sincerity in fighting contractualization," NAGKAISA said.

Also known as "endo" (end of contract) or "5-5-5" jobs, this contractual work arrangement is characterized by hiring employees for only five months without security of tenure, paid with unlawful wages and without social protection benefits and privileges compared to what regular workers receive.

Both Grace Poe and Jejomar Binay signed the agreement committing themselves to, "Certify as urgent and enact the Security of Tenure bills both for the private and the public sectors as championed in the outgoing 16th congress by Representatives Raymond Mendoza, Walden Bello and Leah Paquiz."

Mar Roxas agreed to, "Certify as urgent and enact the Security of Tenure Bill to protect workers' rights from unfair contractualization," but added that he would "study and develop flexible and lawful work arrangements to adapt to the needs of employees and employers, thereby securing humane working conditions and encouraging the creation of jobs."

The Security of Tenure Bill referred to has been languishing in Congress for more than a decade now.

NAGKAISA considers contractualization as a modern day work slavery whereby workers toil to enrich their employers but are paid with measly wages, without Social Security System (SSS), Philhealth and Pag-IBIG protection benefits, cramp in risky workplaces and without security of tenure.

Aside from ending contractualization, other issues presidential candidates have agreed with NAGKAISA are providing for living wage, ensuring quality public services, reforming workplace labor inspection, ensuring the working poor's right to the city, realizing full employment before the end of six years, among others.

The NAGKAISA is a coalition of 49 labor centers, federations, and workers' organizations including big labor groups such as the Trade Union Congress of the Philippines (TUCP), Sentro ng mga Nagkakaisa at Progresibong Manggagawa (Sentro), Bukluran ng Manggagawang Pilipino (BMP), Federation of Free Workers (FFW), National Confederation of Labor (MCL), National Federation of Labor Unions (NAFLU), Partido Manggagawa (PM) and Associated Labor Unions (ALU).

COMPLETE LIST OF #Bar2015 RESULTS

The results of the 2015 Bar examinations were announced by Supreme Court Associate Justice Teresita Leonardo-De Castro, who chaired the exams.

A law graduate from the University of the Philippines Rachel Angeli Miranda got the highest mark with 87.4, followed by Athena Plaza of the University of San Carlos with 87.2. Oath taking for new lawyers is on June 16, 2pm at the PICC.

Bishop Villegas: What we need is leadership by example

What the world desperately needs now is leadership by example. We have so many leaders in office and many more aspiring to sit in office but are they examples of good citizenship? If the leaders we choose are to be leaders for national progress they must be visionaries AND exemplary.

Corruption is indeed a great scourge of Philippine politics.

The usual face of corruption that we recognize easily is stealing from public funds. Corruption, like a monster, is a devil with many faces. Killing people is corruption. Killing is a crime and a sin whether it is done by criminals or public officials no matter what the intention. Adultery is corruption. It makes married love cheap and uses people for pleasure. Adultery corrupts the family; it destroys children and victimizes the weak. Vulgarity is corruption. When we find vulgarity funny, we have really become beastly and barbaric as a people. When a revered and loved and admired man like Pope Francis is cursed by a political candidate and the audience laugh, I can only bow my head and grieve in great shame. My countrymen has gone to the dregs.

Is this the leadership by example that Mayor Duterte excites in us? Is this the leadership by example that makes a public official deserving of the title “Honorable”?

Opisina ng illegal recruiter, isinara ng POEA

Naipasara po ng mga operatiba ng Philippine Overseas Employment Administration (POEA),
kasama ang Quezon City Police District at barangay officials ng Barangay Kamuning, Quezon
City, ang Pointers Career Consultancy. Nahuling nagsasagawa ng illegal recruitment o
recruitment ng walang POEA license ang nasabing Pointers Career Consultancy/Orbit Human
Resources Limited.

Ang modus po ng tauhan ng POINTERS ay recruitment daw ng factory workers, fruitpickers, at
dairy farmers para daw sa Japan at New Zealand. May singil po na P5,000 para daw sa
medical examination, P5,000 registration fee, at P15,000 training fee. Padadaanin ang mga
biktima sa training sa Candelaria, Quezon, at medical exam sa isang clinic. Lahat ng kabayaran
ay tinanggap ng tauhan ng Pointers.

Nabisto rin na ang Pointers ay gumagamit ng ibang pangalan, ang Orbit Human Resources
Limited.

Isang modus para sa mga biktima na nag-apply para maging OFW sa Japan ay ang "all-in
package" sa halaga ng P90,000 at "show money" bank account sa halaga ng P300,000. Papasok
daw muna bilang turista ang biktima, dahil "may sasalo" naman daw na contact ng
Pointers/Orbit sa Japan, na siyang magproproseso daw ng work visa ng mga biktima.

May tatlong empleyado ng POINTERS/ORBIT ang natagpuan na nagproproseso ng dokumento
ng mga biktima, sina Emelda S. De Vera, Velma C. Santos, at Noreen R. Gaspar. Si De Vera ang
operations manager, at si Santos naman ang records officer ng Pointers/Orbit. Si Santos rin ang
nagsagawa ng "orientation" ng mga biktima sa surveillance operations ng POEA noong Marso
2016. Itinanggi nina De Vera at Santos ang anumang partisipasyon sa illegal recruitment, at
itinuro naman si Maria Corazon I. Paragas, ang President ng Pointers/Orbit, na nag-utos sa
kanila na magkalap ng mga aplikante para sa training at medical exam.

Samantala, hinahanap naman ng POEA ang tatlong tauhan ng Pointers/Orbit na sina Mario
Eliton C. Buquel, May L. Alberto, at Lyn Alcala, na nag-conduct ng "orientation" sa mga biktima
noong surveillance operations ng POEA noong Pebrero 2016.

Kakasuhan ng illegal recruitment sa Department of Justice sina De Vera, Santos, Gaspar, Buquel,
Alberto, Alcala, at Paragas.

Maging matalino, huwag magpaloko!

POEA issues warning on fake UK jobs

The Philippine Overseas Employment Administration advised job applicants
anew to be wary of job vacancies posted in the internet as advertisements
enticing Filipino workers to apply for non-existent jobs in the United Kingdom are
now circulating in the social media.

Administrator Hans Leo J. Cacdac said the ads show signs of a scam and should
be ignored by job seekers.

In one Facebook account, the scammer used the name of a Philippine licensed
recruitment agency to solicit applicants for jobs as factory workers, drivers,
gardeners, cleaners, caregivers, nannies and private nurses for UK. Upon
verification with the POEA’s database, however, the agency’s job orders from UK
were only for nurses and mostly for National Health Services (NHS) hospitals,
Cacdac said.

Cacdac said that as a general rule, given the strict migration policy of the United
Kingdom, household jobs are not allowed to be recruited from non-European
Economic Area (EEA) countries. The Philippines is not part of the European
Economic Area.

“The Facebook advertisement is fraudulent because it promises overseas jobs
through direct hiring, no placement fee, and a monthly salary as high as
Php200,000, which are too good to be true,” said Cacdac.

Cacdac said internet-based scammers have been using the name of legitimate
employers and licensed agencies to attract unsuspecting victims
He advised applicants to always verify with the POEA the authenticity of
published employment ads found in the social media. /END

The Sandiganbayan's Fourth Division released a resolution  granting bail to Janet Lim-Napoles and Masbate Gov. Rizalina Seachon-Lanete for plunder. ‪#‎PDAFscam‬ ‪#‎Napoles‬. How ever, Napoles will be left behind bars since another case of illegal detention filed against her by her nephew is still pending in another court.

CSC reminds April 17 Career Service examinees

The Civil Service Commission (CSC) yesterday reminded those who will take the Career Service Examination (CSE) on Sunday, April 17 to check their school assignments.

The CSC will conduct the CSE Paper-and-Pencil Test for Professional and SubProfessional levels in 213 testing venues nationwide.

CSC asked all examinees to get their school assignments using the Online Notice of School Assignment (ONSA) through the link http://enosa.csc.gov.ph/enosav3. Examinees are also advised to visit their assigned testing venue at least one day before the exam to familiarize themselves with the school location.

CSC also emphasized that the “No I.D., No Exam” rule will be strictly implemented. For verification purposes, examinees should bring a valid I.D. with date of birth (preferably the same I.D. presented during the filing of examination; if I.D. has no date of birth, bring original copy of Birth Certificate), ONSA-generated notice of school assignment (if available), and application receipt with corresponding official receipt (if available).

Examinees must use dark lead pencils and erasers, and/or ball pens (black) in the answer sheets. Use of any aid in answering the test, such calculators, dictionary, cellular phones, tablets, etc., is strictly prohibited.

Gates of testing venues will be open to examinees as early as 6:00 a.m. and will close at 7:30 a.m. Examinees are also advised to wear proper attire during the examination day (i.e. not in sleeveless shirt/blouse, or in short pants, or in slippers).

CSC disclosed that the scope of examination for both the Professional and SubProfessional levels will include general information on the Philippine Constitution, Code of Conduct and Ethical for Public Officials and Employees (R.A. 6713), Peace and Human Rights Issues and Concepts, and Environment Management and Protection.

POEA padlocks offices of two unlicensed manpower agencies

The Philippine Overseas Employment Administration (POEA), with the assistance of the
Philippine National Police-Criminal Investigation and Detection Group (PNP-CIDG) shut down
two offices allegedly used in illegal recruitment activities.

Administrator Hans Leo J. Cacdac ordered the closure of Groselex Manpower Services located
at 2920 Taft Avenue corner EDSA, Pasay City and Rovejane Manpower Services with office
address at 3rd Floor, Gisselle Park Plaza, EDSA corner Taft Avenue, Pasay City after
confirmation that they have been illegally operating as recruitment agents and referring their
recruits to training centers and licensed recruitment agencies.

“The acts of offering a job, interview, or referral for overseas work by any person or entity
without proper license from the POEA is considered illegal recruitment even if there is a
licensed recruiter at the process,” he said.

Cacdac said the operatives caught the employees of Groselex in the act of illegal recruitment
and locked down its office of which was hidden in a cell phone accessory shop cum variety
store. The employees admitted that they were recruiting quality inspectors, civil inspectors,
equipment inspector training officers allegedly for Kuwait, Saudi Arabia United Arab Emirates,
Qatar, and Bahrain; entertainers to Japan; factory workers for Taiwan and Korea; and domestic
workers for Malaysia, Hong Kong, and Singapore.

Groselex charges its applicants Php500.00 as “initializing fee”, an undisclosed amount for
training fee, and a month’s worth of salary to be paid by salary deduction as placement fee.
Cacdac said Rovejane Manpower Services was found operating in the guise of a local
employment agency but recruits fruit pickers for Japan; factory workers for Taiwan; and
domestic workers for the Middle East, Singapore, and Thailand. The agency collects P500
"initializing fee" from applicants and refers them to a training center in Cavite. The officers
arrested a certain Phing Pumaraya who was present during the raid.

POEA will initiate filing of illegal recruitment and estafa cases against Pumaraya and the staff of
Groselex identified as Nancy A. Arcasa Nengasa alias Mahinay Villafuerte, Ma. Christina
Mendioro Isar, and Danilo Gucela Binger, and administrative cases against the licensed
agencies found in connivance with Groselex. /

Applicants beware: The Marriott Hotel job scam is back

The Philippine Overseas Employment Administration warns job applicants on the
reappearance of the Marriott Hotel employment scam.

Administrator Hans Leo J. Cacdac said a new email doing the rounds, is offering
employment with Marriott Hotel in the United Kingdom to unsuspecting job seekers.
Cacdac said the “Marriott” scammers are also using the social media, prowling for
victims.

Cacdac said that in a Facebook post, the scammer promised employment in Marriott
Hotel Canada in diverse positions such as stewards, nurses, technicians, fashion
designers, comedians and entertainers, models, actors, dancers, medical doctor,
artisans, mechanics, waiter, waitress and other hotel job category.

The Administrator said scammers use legitimate company names, such as Marriott, to
make false offers of employment but telltale signs of it being a scam can be easily
detected.

He said big companies such as Marriott Hotels have a dedicated job vacancy page and
rarely use e-mail and social media to advertise for its job openings.

Marriott Hotel do not use free e-mail service providers such as yahoo.com, gmail.com,
hotmail.com, live.com, etc. Scammers request applicants to send application, resume,
and other documents to a fraudulent e-mail address.

Swindlers ask victims to transfer money directly to a bank account or through a money
remittance company as payment for processing, immigration and visa fees.

Legitimate companies do not require payment of fees in order to be considered for
employment.

Sentro holds ‘people’s Passion play,’ highlights workers’ woes




THE PASSION of Jesus Christ is not merely a tale from a bygone time because it is still happening among the majority poor and oppressed people.

This was reiterated by members of the national labor center Sentro ng mga Nagkakaisa at Progresibong Manggagawa as they staged today their annual "people's Passion play" in observance of the Lenten season, which portrays or reenacts the many "crosses" of most Filipinos that weigh them down.

Sentro members from the trade unions, urban poor and youth sector marched from Morayta to Mendiola, near Malacañang, some of them wearing Roman soldier costumes armed with papier-mâché spears that signify specific everyday and long-term problems, such as job contractualization, low wages, scarce benefits, high costs of living, demolition of urban poor communities, inefficient public transport system, trapo (traditional politics) or elite "democracy," neoliberal policies, among others.

One Sentro member acted as "Kristong Manggagawa" or Christ the Worker, who is being crucified or persecuted by a socioeconomic structure where a few gets richer and rules the overwhelming majority that remains poor or becomes poorer.

During the program in Mendiola, the actors playing the Roman soldiers stabbed "Christ" with their spears that symbolized the various issues and problems plaguing the common citizens.

The protesters dared the national and local candidates and party-list groups in the upcoming May elections to "decisively break" the "Roman spears" that represent and perpetuate poverty and many other forms of injustice.

In Mendiola, Sentro members also linked up with other allied organizations, led by the Freedom from Debt Coalition (FDC), which earlier conducted an activist interpretation or a "people's contemporary version" of the "Pabasa" or "Pasyon" (Pabasa ng Pasyon or "Reading of the Passion"), which is based on a 16th-century epic poem introduced by Spanish friars and adapted by the early Filipinos. It narrates the life, suffering, death and resurrection of Christ and recited by devotees through nonstop chanting in different Philippine dialects during Holy Week.
